Direction: Go counterclockwise. This is the unwritten rule. Going the wrong way will get you looks.
Timing: Early morning (before 8am) or evening for fewer crowds. Avoid weekend afternoons if you want to actually run.
Parking: Street parking on surrounding residential streets. Gets tough on nice weekends - bike or walk over if you can.
